Who We Are

Established in 2013, ECB is an Indigenous, privately owned business founded in response to the training and labour hire needs of the Northern Territory. By 2015, ECB had become a Registered Training Organisation, answering demands for a flexible, efficiently delivered training service for the construction industry.

Today, ECB has an expansive set of training capabilities and a nationwide scope. Through the founders’ extensive understanding of industry and community, they have developed a centralised platform to deliver effective training solutions to upskill local workforces, meeting the needs of the new employment market.

Our Vision

ECB was founded on the vision of providing community opportunities through training excellence. Built from more than 20 years’ experience working across Australia, we aim to deliver change in the lives of individual trainees whilst ensuring high-quality outcomes for industry. Centralising the services of a GTO and RTO, we combine vocational education with on-the-job training – creating training solutions that meet the needs of the new employment market.

Meet our Founders

Craig Bayley

Craig Bayley

Founder, Chief Executive Officer

As CEO and Co-Founder, Craig’s experience in Mining, Oil & Gas, and Civil Construction has been a key driver behind ECB’s specialisation in delivering focused training services to the Construction and Resource industry. He has overseen numerous Indigenous Workforce Development programs and brings high-level strategic leadership to ECB’s operations, gained through his Australian Defence Force (ADF) and Victorian and NT Police Force qualifications.

As part of these Workforce Development programs, Craig established a number of Indigenous mentoring programs for large-scale construction sites, as well as undertaking training delivery and Verification of Competency Assessments for both High Risk Equipment and Mobile Plant. Under Craig’s leadership, ECB has delivered extensive contracts with JKC on the INPEX Onshore LNG Facilities at Bladin Point site (2013-2016) and the Melbourne Metro Cross Yarra Partnership (CYP) consortium (2018-2022).

Evelyn Clarke

Evelyn Clarke

Founder, Chief Operations Officer

Evelyn is a proud and passionate Murrin woman from Kakadu, spending 15 years supporting Indigenous communities through the Department of Children and Families in the NT. Evelyn has been pivotal in the development of ECB Training Services, starting in Darwin in 2013, and expanding into Melbourne in 2018. Through her understanding of her heritage, Evelyn provides vital cultural advice to companies and clients, fulfilling their needs for cultural understanding.

Evelyn’s experience includes roles as a Senior Aboriginal Community Worker – Child Protection with the NT Dept of Families; Child Protection worker; Intervention & Assessment Service, Response to Vulnerable Families (Tennant Creek), and Team Leader Remote Aboriginal Family Community Program. Evelyn’s cultural advice on major projects has been vital in meeting IDP for Tier one contractors in the Northern Territory and Victoria, in line with big build projects.
